UNSSC, Synergy Learning and Moodle strengthen collaboration

How a multi-year commitment to Moodle Workplace is powering digital learning across the United Nations system

The United Nations System Staff College (UNSSC), Moodle and Synergy Learning have formalised a long-term memorandum of understanding to advance digital learning across the UN system.

This strengthens a collaborative partnership that has already delivered both innovation and meaningful impact.

The agreement reaffirms the shared ambition of all three organisations to provide sustainable, inclusive and high-quality learning experiences for UN personnel worldwide through Moodle Workplace, the flexible learning platform designed for organisational training at scale.

The Blue Line : A learning community that makes a difference

In 2020, the United Nations System Staff College (UNSSC) set out to fundamentally rethink how UN professionals acquire knowledge, strengthen capabilities, and equip themselves for an increasingly challenging and rapidly changing world. That initiative led to the creation of The Blue Line—a strategic learning experience designed to give UN personnel flexible, self-guided, and tailored access to development opportunities, while encouraging greater ownership of learning and a mindset of continuous improvement and collaboration.

What began as a digital learning solution has since evolved into a dynamic, global learning environment. The Blue Line now connects UN colleagues worldwide, creating space to exchange expertise, build skills, and grow together. Five years on, the platform’s impact is evident not only in its scale and engagement, but in the emergence of a more connected and empowered learning community.

The announcement marks a milestone in a partnership that has already delivered success with the Blue Line, UNSSC’s online learning hub. This was recently shortlisted for the 2026 Learning Awards, highlighting its value and innovation in global learning delivery.

Showcasing scalable learning on the global stage

The collaboration has also been highlighted on the international stage, including at Global MoodleMoot 2025, where it was highlighted through a dedicated presentation focused on scaling learning across the United Nations system.

The session examined how the partnership supports the delivery of learning at scale for a geographically dispersed workforce, addressing both the technological and organisational considerations involved. By sharing practical insights and lessons learned, the talk positioned the collaboration as a relevant case study for institutions seeking to expand access to high-quality, digital learning in complex, multi-stakeholder environments.
