How we helped an independent regulator to become more accountable

Working with an independent regulatory body, we updated a dated learning system to improve accountability and demonstrate compliance to government and industry stakeholders.

Undertaking key regulatory work on behalf of a government is not a job to be taken lightly, especially not when health and safety is paramount to the role. You want to be certain that the people carrying out the regulatory work have all the training and capabilities they need to do so effectively.

While the independent regulator’s staff were fully trained to perform their important roles, it was nowhere near as easy as it should have been for our client to demonstrate this.

Its training processes were tied up in a complicated network of public sector legacy systems. Learners wanting to book training courses faced a two-day wait while their request ran its inefficient route through an outdated process of manually updated spreadsheets and back to them.

Many learners had begun booking their own training directly to circumvent such a convoluted system.

Given that it comes under scrutiny from its governing board, a government department and industry representatives, our client needs to be able to quickly and efficiently demonstrate its training and compliance standards to its various stakeholders.

To do this as effectively as possible, it set about a process of modernisation that – after a competitive tender process – saw us tasked with creating a Totara Learn platform that serves as a one-stop shop for all of the regulator’s learning and training activities.

When the LMS launched, its centralised digital booking system cut the time taken for a learner to book training from two days to just a couple of minutes. Users are guided towards relevant courses and can monitor their professional development via a personalised learning dashboard.

The LMS also makes life easier for administrators. It’s now much simpler to monitor and record all training being undertaken, to confirm each learner’s attendance, and to report on all of this.

Totara Learn’s reporting functionality means the independent regulator can now easily provide any information requested by its governing body or other stakeholders.

It delivers a better user experience to learners, it’s easier to maintain, and it provides a better way of reporting to stakeholders.

The result is a learning platform that delivers ease-of-use for learners and more transparency for everyone, which helps the independent regulator to achieve far greater levels of accountability.
